Referring to your letter of the 28th February last and ours of the 25th February 1890

I have the honour to transmit to you, for the information of the Secretary

of State, a copy of the Agreement into which we have entered on behalf of

the Government of Hong Kong

with Mr. William Chatham

on his appointment as Executive Officer in the Public Works Department

in the place of Mr. Orange retired.

A passage has been provided for Mr. Chatham

in the steamship "Glenshiel" expected

to leave London about the 6th or 8th April.
